Albert Barker has represented parties in many influential Idaho cases in the areas of environmental law, construction law, water law and commercial litigation matters before the Idaho Supreme Court, the Ninth Circuit, state and federal trial courts and administrative agencies. He has been counsel in CERCLA litigation, environmental insurance coverage litigation, water rights, including responding to federal reserved water right claims, right-of-way litigation, the Clean Water Act, Endangered Species Act and other environmental litigation, construction and other commercial disputes. He has extensive experience with 401 certifications, the ESA consultation process, NEPA as well as mine, CWA and water right permitting.  Albert served as counsel to the Boise Project Board of Control and its member irrigation districts in developing, constructing and operating the Lucky Peak and Arrowrock Hydroelectric Projects. He has helped to develop many hydroelectric projects, in Idaho and in other Western states.

Albert is admitted to practice in Idaho since 1982 and is a founding partner of Barker Rosholt & Simpson LLP. He has been recognized as a “first class lawyer renowned for his experience in water law” by Chambers & Partners. Mountain States Super Lawyers acknowledged his expertise in Energy & Natural Resources. The American Lawyer, Corporate Counsel have rated him as a Top Rated Lawyer in Construction Law and a Top Rated Lawyer in Energy, Environmental and Natural Resources. He holds a preeminent “AV” rating from Martindale-Hubbell. He is a Fellow of the American Bar Foundation.

Mr. Barker was appointed by Governor Otter in 2013, to serve on the Idaho Water Resource Board and is in his second term.
